My children were blessed to have the voice of Blinky Bill, rather the person who does the voice of Blinky Bill at their school. I think it was extra special, and the kids of the school thought so too.

DD4 has been watching tapes of Blinky Bill recently as well. She loves it.

It is based on a book.

If I remember correctly, blinky bill was a koala bear? and there was an evil snowman? or I might be getting 2 cartoons mixed up.

That's right Blinky is a Koala and the snowman comes from a show with a kid dragon in it though I don't know much about this particular cartoon.
