We have bought a couple of houses like this, ie ones that were on the market for awhile. Badly maintained I think would describe them.
I have found something common to both of them, that the banks allowed amount for renovation in these cases needs to be a little higher.
Recently we saw a house for $35,000. Looking at the photos you got a lot for that price, more than you would expect. It had a beautiful facade and lots of other positives.
