Monday is his birthday. What do you suggest to make this a "special" occasion without alcohol?

I've gotten him the following:

$25 GC to Barnes and Noble (free from points programs)
$30 GC to Shell gas stations (free from points programs)
$5 GC to In and Out burger (free from online somewhere)
pair of swim trunks
aftershave

My dilema is . . . how to mark the milestone birthday?

Sounds like with your gift he is going to be a happy guy!

What about making him a scrapbook of his growing up years, special events. You could put this together over the weekend or if you don't have time, give him a coming soon coupon for it.
